In November 2007, Berkeley voted for a solar panel subsidy program for individuals. The principle : each house is equipped with solar panels according to its electricity needs. The owner pays a tax in line with local taxes but gains in the end since some of the electricity is provided by the sun; this lowers his bill. And, over 20 years, the city also recovers its costs. This project which is part of the fight against greenhouse gases also allows poorer people to have access to clean energy.
