According to the French National Association for the Protection of the Sky and the Nocturnal Environment (l’Association nationale pour la protection du ciel et de l’environnement nocturnes (ANPCEN)),night lighting is pollution which causes problems : it makes it difficult to see most stars, causes high consumptions of energy and disturbs the plants and the wildlife. To solve this problem, the association offers towns a charter of good conduct which has already been signed by the town of Rocbaron in the Var. It has pledged that in the future, lighting installed in the town will be aimed at the ground (which, as surprising as it may seem, is not always the case) and that the bulbs will be less than 70 watts.
