Since 2004, the « Renovation of old areas in Mulhouse » operation which is supported by the French Environment and Energy Management Agency (ADEME), the Alsace region and the European Union, the Mulhouse Region Infrastructure Company (SERM) has been buying and selling old buildings to private investors to be renovated. There are specific « energy saving » guidelines which set out the parameters for the renovation : wall, attic and rampants insulation ; triple glazed low « E » windows; wooden frames ; heat exchange double flow mechanical ventilation ; solar water heaters and collective condensation boilers. Two of the twelve buildings which were bought in this way have been completed and their energy consumption has been divided by 8, with less than 70 kWh/m2/year used on heating.
